ULR Current Research Status
ULR is the current Main research programme. It does not claim to have discovered a separate neural ontology; it rigorously separates Sharing, Identity, Role, and Formation and tests the residual left after those distinctions. The current ontology verdict is NO, and Canon 24, LEDGER 105, and PROGRESS 31 define the canonical state.

Why ULR? — Motivation and Self-Correction
The motivation for ULR is not a belief in one immense hidden latent entity. It is to determine precisely whether and when a local readout is insufficient, whether organisation across conditions genuinely constrains unobserved responses, and whether that constraint survives the strongest typed baselines.

ULR Canon 24 — Canonical State
Canon 24 does not adopt a separate neural-specific ULR ontology. It preserves 6 empirical atoms, 44 gauge and assembly atoms, 3 observer-boundary atoms, and 1 small-neural application, while retaining Z0 typed pluralism as the winner for the current registry.

From SCC to ULR — The Main Research Transition
On July 24, 2026, the research focus shifted from SCC to ULR alone. SCC's CV-1.17 results and audit record remain in the historical layer, but ULR's Sharing, Identity, Role, and Formation programme now governs existence judgments and execution priorities.

The Evolution of ULR Canon 2–24
Canon history is not a linear accumulation of discoveries. The programme moved from the SCC×ULR null stack and empirical positives to a ULR-only gauge programme, then demoted and retracted the appearance of UAR completeness under independent audit before reaching the M1–M8 ontology verdict NO and the observer-relative TV theorem.

The Full Mathematical Flow of ULR
ULR mathematics does not assume a common latent. It converts observed phenomena into typed observables, separates gauge from function fibre, identifies roles at declared ports, and then tests whether any carrier and formation remain that cannot be reduced to existing theories. At present, this chain ends with an ontology verdict of NO.

The ULR Empirical Programme — From Observation to M1–M8
The ULR empirical programme did not promote positive alignment directly into an ontology. It tested the phenomenon against gauges, nulls, untrained models, behavioural bridges, and B0–B4/B*. At the end of M1–M8, the carrier-survivor count is 0/7 and the ontology verdict is NO.

ULR Claim Ledger — Canon 24's 54 Active Rows
The 54 active rows are not 54 discoveries of ULR entities. They jointly count empirical phenomena, symmetry and quotient theorems, impossibility boundaries, observer-relative identification results, and one absorbed neural application. The retracted UAR composite is excluded.

The Observer-Relative Identifiability Boundary Between Learning and Inference
A limited observer can distinguish declared learning and inference roles exactly when the role is measurable and the response laws separate. No universal discriminator exists, but possibility and impossibility are completely characterised for a specified observer contract.

Post-Canon Frontier 119–159
Items 119–159 are an active follow-up research layer, not Canon 25. They contain an exact Set core and several no-go and calibration results, but nothing promotes a neural-specific ontology; M8 NO remains unchanged.

ULR Open Problems and Reopening Conditions
The mandatory ontology workstream is closed. Subsequent work respects Canon 24's NO while selectively testing nonreducible residuals in naturally learned neural families, observer typing, cross-time formation, and assembly collision; M8 may reopen only when every declared gate is passed.
